FINTRAC Compliance Services
Updated September 2026
Most brokerages already have a compliance program. The real question is whether it would hold up in a FINTRAC examination. We start by finding out. Then we help you close whatever gaps turn up, or hand you the roadmap to close them yourself.

How pricing works
Prices are fixed by brokerage size. No open-ended quotes and no hourly billing.
Two-Year Effectiveness Review
FINTRAC requires an effectiveness review of your compliance program at least every two years. We conduct it independently and tell you exactly what’s working, what isn’t, and what an examiner would likely flag.
- Review of your compliance manual, policies, and procedures
- Assessment of your risk assessment against FINTRAC’s 6-step methodology
- Sample file audit covering client ID, receipt of funds, PEP/HIO, and beneficial ownership records
- Agent interviews to test how the program works in practice, not just on paper
- Review of training records and Compliance Officer responsibilities
- Written findings report, with every finding rated by risk and a clear description of what compliant looks like
- Findings meeting with your Broker of Record or Compliance Officer
- Fixed-price quote for any follow-up work, if you want one
The review is diagnosis only. We don’t change your program as part of it. You decide what happens next and who does the work.
Book Implementation within 60 days and your review fee comes off the price.
Compliance Program Implementation
The work of getting your program where it needs to be. Most brokerages come to us after a review. Newer brokerages come to us with nothing in place yet. We handle both.
Compliance Training
Every agent needs FINTRAC compliance training, and you need proof they got it. Pick the format that fits your brokerage. Both come with completion records ready for your Compliance Officer’s file.
Annual Compliance Retainer
Compliance doesn’t stop once the binder is printed. Rules change, agents join, and odd deals land on your desk. The retainer covers all of it for one predictable monthly fee.
- Self-Paced Online Training for every agent, setup fee waived
- New agent onboarding, with training records filed
- Regulatory change support: we update your program when FINTRAC requirements change
- Direct access for your Compliance Officer when a transaction raises questions
- Your Two-Year Effectiveness Review, included
Annual commitment, billed monthly.

Common questions
We built our compliance program in-house. Is a review still worth it?
Yes. The person who built a program is the least likely to spot its gaps, because they review it against their own understanding. FINTRAC’s review requirement exists to test whether your program works in practice. An outside review gives you that test, and a documented answer when an examiner asks who reviewed your program.
Do we have to hire Complix to make the fixes?
No. Your findings report stands on its own. Every finding explains the gap, the risk, and what compliant looks like. You can fix everything in-house, hand us the heavy items, or have us handle all of it. If you book Implementation within 60 days, your review fee is credited.
Why is the review separate from the fixes?
Independence. When the review and the fixes are separate purchases, the findings have no reason to be anything but accurate. You get an honest assessment first, then choose who closes the gaps.
How do we know which size tier we’re in?
Count the agents registered with your brokerage when we start, across all locations. If you’re close to a tier line, we’ll talk it through on the call.
Not sure where to start?
Most brokerages start with a 15-minute call. You’ll know which service fits before we hang up.
